Arbitration and Mediation: Arbitrator with the American Arbitration Association for labor relations. Arbitrator for NYS/CSEA disciplinary panels. Hearing officer for school districts, Civil Service issues, and various private sector contracts.
Municipal Law: Attorney for the Town of Poughkeepsie from 1987-1993, and from 2002-2009. Provided representation and general counsel to the Town Supervisor, Town Board, Superintendent of Highways, Receiver of Taxes, Town Clerk, Building, Zoning and Planning Departments, Assessor, Fire Inspector and all administrative agencies and department heads. Prepared ordinances, resolutions and local laws. Wrote and enforced local town laws, zoning laws and site plan approvals, including enforcement of letters of credit and bond actions.
Attorney for the Town of Hyde Park Town Board, Planning Board and Zoning Board of Appeals from 1996-2001.
Labor Relations: As Regional Attorney for the New York State Civil Service Employees’ Association (CSEA) from 1973-1989, I presented over 400 public sector labor arbitrations. Represented public employees in disciplinary and contract grievances, discharge and termination cases, Article 78 proceedings (including appeals to the Appellate Division and Court of Appeals), job actions, and contract negotiations. Administered and negotiated collective bargaining agreements between educational and municipal employers and their employees.
Former instructor for Cornell School of Labor Relations Extension Courses and for N.Y. State CSEA on employment related matters including grievances, arbitrations, disciplinary actions, strikes, strike penalties, rights of probationary employees and contract interpretation.
As Town Attorney, I represented management in all labor relations matters, administered and negotiated collective bargaining agreements for civilian and police personnel, and defended Article 78 proceedings.
Represented Arlington Professional Firefighters Association 1985-2002.
A lifelong resident, Tom lives in the Town of Poughkeepsie with his wife, Nancy. They have three children and three grandchildren. Nancy is retired from Mount Saint Mary College and was previously owner and director of Country Grove Pre-Kindergarten.
